Bring people from different gossip cells together
during social situations.
For social workplace situations, arrange the seating by asking people to sit according to their hobbies. Put a sign on each table with a different hobby posted on each sign. People usually have more than one interest, so if one table fills up others should be available. Or put tables together, if need be.
I learned this when I was doing talks at singles conferences. The conference I remember best put hobby signs on the lunch tables. I had a wonderful experience talking to my hobby table neighbors while we ate lunch. The room was noisy with conversation and laughter.

Volunteering

Etc.
The shared hobbies will automatically make conversation with everyone else at the table easier. Conversations about other topics should also become possible.
